Education system in Serbia consists of 4 levels of education: preschool, primary, secondary and higher education. In Serbia, every child has the right to education. This means that every child, no matter which country is from, can enter schools in Serbia and have access to a formal education, as any Serbian citizen.
There are three state preschool institutions in the city of Novi Pazar. If there are no kindergartens available in a community, the preparatory preschool programme is implemented in primary schools. There is an increasing number of children of all ages getting preschool education.
Children with disabilities are included in the preschool educational system, in regular and special (development) groups and the rights to education are also provided to children in hospital treatment. Members of national minorities have the right to education in their native language, bilingually, or in – Serbian language.
Primary Schools in Novi Pazar

There are six primary schools in Novi Pazar and more than 8.882 pupils attend primary schools. In rural area, there are 5 primary schools and more than 2.968 pupils. These schools have their outposts in some villages from 2 to 600 students (as in Mur suburb). We should also point out the primary music school “Stevan Mokranjac” (396 pupils) and special school in Novi Pazar spa.
As for demographic depopulation occurs in rural areas, some primary school outposts are closing (1st to 4th grade). There are 701 teachers in primary schools and 201 other workers (non-teaching staff) in schools.
Elementary schools have sufficient capacity related to human resources. Possible changes and problems can arise from the rationalization of the existing network of primary schools, foremost in a rural area.

General secondary education lasts for 3 or 4 years, depending on the type of a school. The programmes are focused on social and natural sciences. Secondary schools prepare students for work or further education. In our secondary schools, students get educated in the fields of construction, mechanical engineering, chemistry, medicine, dentistry, economics, catering, trade, etc. There are five public primary schools (with 4.796 students attending) in Novi Pazar. Medical school is the outpost from the Medical School of Kraljevo. All institutions are in the very city center and there are no outposts in rural areas. The existing network of secondary schools makes it difficult to effectively educate students who live in a rural area of the municipality. This problem occurs during winter season due to inaccessibility of local rural roads.
Within Secondary education there is a great variety of educational profiles which are identified with the needs of Employment Service of Novi Pazar. There are 378 teachers in Secondary Schools and 88 non teaching workers. Creating new educational profiles comes along with the need for hiring more teaching staff which represents significant problem in the development of education of the municipality. Possible reform in educational system of the Republic of Serbia occurs frequently. There is also Secondary school Gazi Isa-bey (Medresa) with 276 pupils attending, 262 pupils graduated so far and 77 employees are involved in the educational process (54 professors of Islamic sciences and 23 technical workers)

There are two universities in Novi Pazar – State University of Novi Pazar and International University of Novi Pazar. There is also Faculty of Commerce and Banking and The Faculty of Islamic Studies. Data in the table refers to the school year 2006/2007. The total number of studets enrolled on a full-time course of the studies (Faculty of Commerce and Banking) is 730, and both institutions employ 115 professors. Faculty teaching is done at regional departments of faculties and colleges from other university centers in Belgrade, Kragujevac, Niš and Priština.
The Faculty of Islamic Studies is founded as an educational institution within the Islamic Community and its founder is The Council of Islamic communities in Serbia. The Faculty of Islamic Studies has two departments – Islamic theology and Islamic pedagogy.
The International University of Novi Pazar is a Serbian private university. Within International University there are Humanistic Sciences, Faculty of Informatics and IT, The Faculty of Management and Business Economics, The Faculty of Law. At deparments of The Faculty of Philosophy there are 38 students enrolled, at The Faculty of Law and Economics there are 157 students, and at The Faculty of Techical Science there are 27 students while at The Faculty for Commerce and Banking (Braća Karić) there are 408 students.
In the municipality of Novi Pazar there are no separate special schools. These schools are within few school institutions (13 departments/53 students). Primary Schools “Desanka Maksimović”, “Jovan Jovanović Zmaj” and “Rastko Nemanjić” and Secondary school for textile and leather design provide programmes. Eleven students finished secondary school so far. There are no institutions in Novi Pazar which deal with aspects of informal education.
